There is 2 vents on the 95 + opti. one that goes on the air filter and one on the intake.....question, both of them sucks the air or one sucks and the other pushes air in?

Pic is perfect......what I meant was, when you say supplied, you mean it pushes the air in the opti and the vacuum part sucks it back?, like in a and out.Like a ventilation system or recirculating system?

Just as your air intake system supplies air to your engine and it goes out the exhaust.

The vacuum supplies the impetus for air movement. Air is supplied at the intake elbow and vacuum from the side of the intake manifold sucks it in. Without the vacuum, there would be no positive air movement.
