Sounds like car has a problem with one of the main power feeds. You can easily check the battery + lead as it goes to the starter. There's a red box on the inner fender well that has the fuseable links in it. Check them for tightness. And of course check battery - lead for good connection at both ends. Engine and body grounds. Pcm power leads and grounds.
If all that doesn't find the problem, go to 4th gen section and download the 96 factory service manual. It will have complete wiring diagrams. Look for thread titled
"GM service manuals".
