Does any company make software thats like banks or the sct tuners that stick to your window for the obd1 lt1 camaros.something that plugs in to the obd1 port and press a few buttons to for different tunes settings on the fly that maybe monitors the engine.google googkhasn't helped me and im really not sure what to type in.

For these cars no. The closest thing you will find is a hypertech programmer. No one has designed an emulator for these computers or a way to change tunes while driving. And the closest thing you will find to display data in a handy unit is the lt1 scanmaster. But i prefer datamaster and a laptop.
