I know they do an OBDII test but, I found a loophole. You will need:
1. a good doctor
2. a second gauge cluster
Get your doctor to fill out MVA papers for disability tags. (you need plates, not the blue temp. card)
For one month of the year run your original cluster and register under 4000 miles. for the last 11 months use the second cluster.
In Maryland if a vehicle is registers with handicapped plates and driven under 5k a year you are exempt. you can also get a slight discount on insurance by placing a mileage restriction on your car. just switch the clusters when you need a reading.
I have been doing this for the last 3 years or so without a hitch and it’sbeen almost 2 science my last inspection.
