Default Water Pump Removal Issue

Im having a problem removing the water pump from a 1996 z28. I got 5 out of the 6 bolts. But the 6th bolt is a pain, its on the driver side outer middle. It has like a different thing in front of it i cant tell if its a nut or locking nut. But how do i go about getting that off?

Its like #40. The smaller bolt. Its behind a different mount for something else. And the mount in front of it has a different nut and bolt.

It's a stud and you have to remove the AIR pump bracket, first. Not a big deal.
