Default Cold temperatures = no start

I have a 2000 Camaro z28 and it will not start. It seems to be cold related, I live in east TX so its not cold that often but currently its around 30deg. Its only done this once before, Turn the key on everything is normal fuel pump prime but turn the key and nothing, doesnt try to turn over just cuts out like a loose battery connection. However all terminals appear tight and clean. First time it did this came back 3 hours later started right up. Any ideas?

Swapped it with starter relay and nothing. Forget mention last time it did this I tested the battery and it showed to have correct voltage and cca. Also noticed that the security light is not lighting up when I turn the key and it usually does.

Check the ignition key (does it turn on when you turn the key) or even the bcm.
