94 z28 ragtop motor

To raise top motor runs itermittingly does the fluid level have any thing to do with it's operation?Could this be a switch issue.Any ideas in case of needing to get top back up in a tight? such as rain?

the pump is an air pump if i recall corectly. The is a valve on top of the pump which enables you to manually pull the top up. Just have to be careful. Its located in the trunk over the left fender. There will be a carpet tab you can lift and the valve is right there
