I did some research to determine what was up with the multi-quote function. The reason it doesn't work is that we are running something called "mod_security" on our server. This was implemented by the support staff at Rackforce.com (where we rent our server from) a couple months ago after some hacker attempts were discovered.
I realize it is an inconvenience but site security trumps the ability to use multi-quote, so for the forseeable future it will stay disabled. I will turn it off i in the control panel so the button will at least disappear.
