OBD2???

i talked to a tuner and he said he could only tune 94/95 cars if they are OBD2. when shopping, (i know very little about it)- how do i tell if the car is OBD2?

All '96 up are OBD2. '95s have an OBD2 connector under the dash, but are OBD1. OBD2 cars have O2 sensors after the cats (I think)
