Early downshift issue, 200-4r trans

Takes way too little throttle to get this thing to downshift, so at a point where it should stay in 3rd (as if you went to a dyno) it shifts into 2nd quite easily.

Dont ask whats in it, I couldnt tell you aside of mostly a Trans-go shift kit, some other things, GN governor with slightly modified weights and possibly springs. Everything seems to work about right except the downshift. TV cable is set properly. I'm thinking I need a different valve or spring in the trans for the 3-2 downshift but I dont know if that is what regulates the downshift or not.

Sometimes a too light of a governor can cause this, but I need to know at rpm the WOT shifts points are?

Not real sure, never wanted to go there. 1st shifts around 6800-7000, 2nd around 64-6500.
Plan is to change to a Monte SS governor, see where that puts the WOT shift. Then modify the weights/springs as need be and then get into the 3-2 control valve spring. Sound about right?
