indicated in the pic above is some kind of inlet. my car came like that, it looks like a hose has been broken off there. the thing is my car won't pass emissions because it's throwing an IAC code and i think it's a small vacuum leak at that inlet.
so where is it supposed to connect to?

That is a coolant inlet. There is an outlet on the other side that is supposed to go to the steam pipe that runs along the side of the intake manifold. The inlet is to allow coolant to flow through the TB and heat up the incoming air, for emissions. Alot of people perform a TB bypass to gain an average of ~2rwhp hp i think.
Hopefully this diagram helps (courtesy of shoebox):

If you find that the TB bypass was performed, then just put a rubber cap on that opening, just to keep it clean.
If you smog your car after it has reached operating temp, the TB bypass should not affect anything. What is the exact IAC code, post it so we can help you.

it's a p0507 code. IAC circuit condition or idle speed higher/lower than expected.
i tried testing the resistance across the terminals of the IAC. it's 50ohms across adjacent terminals. it's supposed to read infinite when you touch non-adjacent terminals but it's an analog multimeter and i can't tell when or if it's testing good or not, since i don't see the needle jump onto the infinite mark (which is like a notch below the zero mark).

I would romove the IAC and clean it up with carb/tb cleaner. Another thing you can do is check your throttle cables and make sure that they are free and that the TB closes all the way. Good luck.

the TB does close all the way and my throttle cables are in good working order. my guess is the IAC is either dirty or faulty, so i suppose cleaning it would be the next order of business.

I would remove all the TB sensors and clean them up. Also clean the little sensors in the MAF sensor while you are at it. See how it runs after that.
I'm not sure if this is 100% your problem but your top TB gasket is fubar'ed. The gasket is there to block off the air thats being sucked through the tube on side of the TB running to the pass valve cover and i'm sure that that is considered a vacuum leak since its pulling air.

naw, the gasket was fine as far as i could tell. $2 part so i replaced it anyway. the IAC was real real dirty so i cleaned it with some deep creep and a toothbrush and everything's fine now. when i took my throttle body off and looked inside the intake manifold it was dirty as sin! looked like a smoker's lung in there. does the manifold come apart for easy cleaning, or do i have to get in there with a long-ass brush?
thanks for all your help by the way.
I'd still replace the top TB gasket... there isn't much left from what I can tell, its all be squished outside.

Glad to hear everything is back to normal.

shit. the code's back. the autozone repair guide showed an IAC gasket which mine didn't have. could that be the reason for the high idle? seeing as the pintle is sitting a little farther in the hole due to absence of the gasket.
also i do plan to replace the clean air cover gasket.
