will a 2001 ls1 hypertech programmer work for a lt1 94?

Nope, no way. Besides the big differences in the actual program, the 94 is OBDI and the 2001 is OBDII, they are 100% incompatible.

Aside form being different software, HPP's are VIN locked.

96/97 is OBDII isn't it? with 94 being OBDI?

OBDII started in 96 IIRC.

95's have an obd2 connector with a obd1 chip. Outside the programs, OBD1 & 2 are pretty much the same, the main difference is OBD2 has 2 catalytic converters. All cars 96+ are OBD2.
