Reputation Points?

I noticed under my avatar (at the very bottom) there is a little scale and it says ad to Reputation points. What do those do? I have 10, does everybody start with that many?

Well I rarely go into the announcements thread, I just click on the latest posted one, and I completely mised that thred so It was just complete oversight on my part. But yah Todays been a giant brain fart, that final this mornin took it outta me.
