If I disconnect the battery for an hour and leave it disconnected will the SIR (airbags) be completely dead.

An hour is long enough to deactivate the electrical part of sir, but know that when working around the air bags themselves, static electricity can still deploy the air bag. So safety is the watch word here. An air bag that has been removed from the car completely can still go off.
